Sorry to reply so late, I've already analyzed the log and capture file, and found a long timeout in Quick mode of ISAKMP's Phase 2. And ISAKMP is a udp-based protocol, so if your network was in big traffic or the network was so good, it'll be failed after a long timeout when connect the VPN switch.
