The current strategy when searching for a package is to use the highest version even if it has another (but compatible) architecture. And what's worse, according to the code it depends on the order how the packages are compared. If kde4-dolphin-4.1.0-17.7.i586 is found as the first package then kde4-dolphin-4.1.0-17.6.x86_64 will be installed (because it has better arch), but if kde4-dolphin-4.1.0-17.6.x86_64 is the first package than kde4-dolphin-4.1.0-17.7.i586 is selected because it has better version. It seems that the code doesn't expect different versions for different architectures. This is probably the wrong way and wrong location. Policy deciding what the 'best' package is might change, or even be configurable. There has to be one location making the decision, and this is currently the ui::Selectable. I provides you access to all (installed and available) packages (patches...) with the same name. The available ones are sorted according to the active policy and if you ask the Selectable to install, it will take care the best one gets installed (unless you explicitly nail the candidate to a specific PoolItem). (Sooner or later we will forbid status manipulation of individual PoolItems so you will have to switch.
