And I/user wants to change his desktop language, not the system language. And the user may not known the root password.

1. kdm cannot change login language, gnome itself does not UI for it.
2. GNOME uses GConf + instant apply for nearly everything. One of few exceptions is the language, which still uses the old-style UNIX way with environment variable inheritance. Possible change of this was discussed in past, but there is no result yet. For newly launched applications the change should not be very complicated, for running applications it may be more complicated.

There's no way to change the language system-wide while you're logged in. (Applications just look at $LANG, so you can run individual apps with a different LANG if you want, but to change the language of already running apps you need to log out and back in.)
There's an upstream bug for the ability to change a user's default language from outside of gdm: http://bugzilla.gnome.org/show_bug.cgi?id=333035 But no one appears to be working on it.

I believe that this is an UI bug, as also nicely shown in the GNOME bug 333035 referenced above - most people don't expect their language to be selected in gdm. I think being able to switch language on the fly would be major task for implementation, but noone really cares about that - just having a way to select language from inside of GNOME would be fine.

The issue involves more than just the language setting, but the complete "locale" which involves date, time, currency, decimal point etc., etc.
The problem I approached this issue from was having language en_US, yet time settings European ( whatever locale, at least 24h ) a currency of my choice and decimal points of my liking.
As this is no problem at all in Windows XP, it seems to be a big deal in Linux and worth a discussion of whose job it may be. ( Upstream, downstream, every product for itself and so on. )
/usr/share/locale contains 201 locales to chose from ( if I'm counting correctly ) but there seems to be no way to bake your own.
