Curiously, this is a problem in both KDE and GNOME for me (see bug 566509, KDE developers couldn't reproduce it in KDE), on the other hand overriding other alt-fN keys works fine. If I kill the process, everything works perfectly; this also explains why I had the same problem with kde4. So the real bug is xfce4-settings-helper should not be started in non-XFCE sessions (not to waste startup time and memory), or at least not interfere with the session.
