Many systems have /bin/env and do not have /usr/bin/env. They need fixing, too, because there is at least one example of a system that provides it as /usr/bin/env and not /bin/env. This is a completely sufficient fix: ln -s /usr/bin/env /bin/env except, of course, it falls over if /usr is not mounted. Putting it into /bin and symlinking from /usr/bin might be better, but that's your call. Basically, it should be available from both directories.
