There are supported upgrade scenarios and unsupported ones. Looking at https://build.opensuse.org/package/view_file/openSUSE:Leap:15.1/000update-re... there is only metadata for weakremovers down to 42.1 being generated. ok but that is kind of a local problem on your side then, keeping around 13.1 packages. No need to fix that in Leap 15 packages.
How is a 13.1 pkg supposed to be replaced if not by either a new pkg with the same name, or a proper Obsolete in another pkg? As I said, no idea why some pkgs did remain. -- You are receiving this mail because: You are on the CC list for the bug.

There was no need for Leap 42 because 13.1 was sort of LTSS.
13.1 evergreen suppor ended in November 2016 (https://en.opensuse.org/openSUSE:Evergreen) - one year after Leap 42.1 was released. with the evergreen support having vanished for >2 years, it's really not realistic to expect users to be supported to upgrade from 13.1 to 15 without going over 42.x -- You are receiving this mail because: You are on the CC list for the bug.
