fe80:* being link local address you must specify through which interface the
connection is to be made. That is a feature of link-local addresses.
Now, as far as I can tell, one can't use hostname with scope id (i.e. the
hostname%devname syntax) - it just isn't supported by glibc (and I don;t think
it is mandated or even expected by the appropriate RFC).
In any case the problem is not in OpenSSH, rather in nss-mdns and/or glibc -
