When I suspend to RAM and then resume, it immediately suspends to RAM again during the resume. Then on the second resume, it actually resumes. Likewise, when I suspend to disk, on resume, it reloads all the pages, then suspends to disk again. On the second resume it actually resumes. I suspect this was caused by recent changes to power saving. On SuSE 10.2 when I suspend and then resume, I'm greeted by a dialog that says the system couldn't suspend due to some kind of media issue and do I want to cancel or continue. If I hit continue, it suspends again. My speculation is that in 10.3 this dialog has been eliminated so it just suspends twice.
