This required a guest hard poweroff. The only way to get 15.2 to boot to a usable console was to boot in Rescue Mode, chroot and change the default.target to the multi-user.target which then boots fine. 15.2 should not hardwire and install VirtualBox 6.0.x guest modules. They are now incompatible with VirtualBox 5.2 branch.
