IMHO all services started by dbus should be signaled by dbus to stop. That is that all services started by dbus should have a signal handler (maybe included within the glib and/or dbus API) which is listen on dbus (or better its sockets). Or all those services should stop if the dbus close its socket. Anything else is more than a API design issue ... it is simply a bug.
