Please provide it the target via commandline arguments. What that meant was highly unclear to me, what is a source link eg. ? it looks like I need to type a load of stuff in instead [ including the source information that should be known by the tool - because that is where I am right ? ]. Anyhow - Adrian mentioned that the answer lies inside 'osc linkpac' - any chance it can recommend looking at the "osc linkpac" command to fix it ? - that would have helped me on my way. If your current working copy isn't a linked package osc can't know what the destination project and package will be. So you have to specify it via the commandline (osc sr create <src project> <src pkg> <dst project> [<dst pkg>]). osc sr --help should also give you some hints.

Hmm having a linked package isn't required to create a submitrequest (the only advantage is that osc knows the destination and source project/package).
