Appears my problem was not related to the KDE 4 upgrade but to my language seettings. In yast2 > Language I had my primary language and locale setting set to en_NZ Changing both these to en_US and rebooting I have skim/scim - Japanese input in Openoffice again. It's not a major problem having my primary language and locale set as en_US but it did create a headache for me and I only stumbled on this fix by accident. It's actually enough to select 'English (New Zealand)' in the login screen after you set the primary language to en_NZ in YAST2. This happens only in KDE; in GNOME scim comes up normally. Changed locale to en_nz Ibus works just fine with Openoffice.
