When applying comment #5 and #6 the problem is resolved.
Comment #6 is just a workaround, not a solution. :-( @Comment #5: The empty value for XkbVariant is a known bug in /etc/X11/xdm/keytable script. An empty value in XkbLayout should not happen. What's the KEYTABLE value in /etc/sysconfig/keyboard?

What's the KEYTABLE value in/etc/sysconfig/keyboard?
$ cat /etc/sysconfig/keyboard | grep KEYTABLE # e.g. KEYTABLE="de-latin1-nodeadkeys", "us" or empty for US settings KEYTABLE="de-latin1-nodeadkeys.map.gz" # or KEYTABLE will be used then -- most keyboard maps don't have a I can use German Z, Y, ß and all umlauts (QWERTZ layout) with X.

So the issue with empty values for XKBLayout/XKBVariant *is* resolved. Do you still need Option "AutoAddDevices" "off" in "ServerFlags" section?
Yes, on both systems with 7.5_1.7.99.902. When you say it is ready I will try it on a 3rd system.
