When doing a "zypper remove" from the command line it would be nice if the program didn't force me to wait for it to refresh every repository just because I'm trying to remove a package. I'm also reasonably certain a "refresh" had been done within 24 hours so I'm curious what criteria it uses to determine a refresh is necessary.
The repositories index file is downloaded. It contains the names and checksums of all metadata files. They are compared against the copies on disk to determine which files need to be reloaded. (In reply to comment #1)

Yes, but frequently this is ping-pong. Deleting a provider of 'foo' the solver installs a different provider of 'foo' and vice versa. Instead it should also remove the package that requires 'foo'. It might be worth providing a 'zypper rm --no-install', which would simply use just @System, but none of the available repos (thus actually has no need to refresh).
