This is systemd, but I'm not sure what 'Dependency failed' means exactly.
It means the timeout on the corresponding device (/dev/disk/by-id/ata-QEMU_HARDDISK_QM00001-part3) was reached.. Because it "bypasses" the status of the device, as "seen" by systemd (if somehow).
I still cant see this as a udev issue.
Systemd is relying on udev to know devices changes / creation. Which is leading me to think there is an udev db issue somewhere (but I might be wrong)
What does 'systemctl default' do?

I had the same issue, mounted /home and swap manually, ran systemctl default, system started and first Yast setup ran OK, then updated the system, using of course zypper ref/up/dup, rebooted the system and all works. After installing the system, rebooting, mounting /home and swap and then running systemctl default, at one point Yast second stage of the installation will run and seems that it fixing the issue. Problem is I haven't figure it out what does second stage do that it fixes the issue or maybe is something that Yast doesn't do when is actually installing the system. Maybe, is there a possibility that systemd (or something) stores some information about the devices, which the life installer copies to the target system and then make boot fail? And I think systemd has /run/systemd, but don't think there is a database. Apparently at least sometimes it is transferred to harddisk during installation. This creates following dependencies: local-fs > langset > systemd-vconsole-setup > systemd-udev-trigger This is a loop - in most cases local-fs requires and waits for device nodes to appear which are created by systemd-udev-trigger. Installer on Live CD should ensure langset.service is removed from hard disk after image is transferred.
