After first (automatic) reboot the automatic configuration continues and comes up with an error "no network running", then properly states that connection to repositories could not be made. After finishing installation and logging in, the connection is established again without any further action being required. As obviously the necessary information is preserved, it should be usable during configuration as well. User connections are provided by an applet and are available as long as the applet is running. So while no user has logged, nothing provides user connections. The other type, system, are shared by all users and are available always when NetworkManager is running. In order to configure (or see the secrets of) these, user needs super user privileges, enforced by PolicyKit. So yes, it is possible to have wireless connection available before any user logs in, NM just needs to be configured appropriately. Can you point to a how-to on how to configure NetworkManager, resp. PolicyKit so that user can create a system-wide network connection? In order to save a connection which is available to all users, root password is needed.
