See http://standards.freedesktop.org/menu-spec/latest/ar01s04.html. The bug casues an empty Applications menu in case you run an unpatched KDE and not the openSUSE packages. Due to a patch i(gnore-inline-menu.diff) to openSUSE's kdelibs4 the bug is not visible there, although the patch only has this as a sideeffect, it is not the real fix. The real fix is to add <Merge type="menus"/> <Merge type="files"/> or something similar to the applications.menu. PS: kde trunk has a workaround so it can deal with broken applications.menu, but this doesn't change the fact that the shipped file is broken.
