Could you try to older Leap 15.2 kernels to identify whether it's a kernel regression or not? (Also which kernel started showing the regression.) It'd be a great help to narrow down the culprit.

Well, I've installed 5.3.18-lp152.36-default and selected it as a default options via yast as all my Raspberry PIs are headless. It came up with the *47 kernel.
