It displays the search box to specify an application, as usual, but it never finds anything. If I press the 'tic tac toe' grid, it shows an empty list of applications. This would be a major bug, but it seems to affect only me, and only on my desktop machine. (My laptop runs GNOME on Tumbleweed without problem.) Furthermore, if I run Fedora on this machine, everything behaves properly. There is another problem, which I suspect is related. If I select the power-off button on the right of the panel, it normally shows a menu of choices, including Suspend and Power Off. These two choices are missing, although the others, including Log Out, are present. Finally, which may also be related, if I enter ctrl-alt-F4, for example, to open a console session, then it doesn't work. Nothing happens. Just about everything else does work. Esc-F2 allows me to enter a command, which then runs properly. Because of this, I can use GNOME almost normally, and in fact I'm using it now on Tumbleweed. I haven't been able to find anything useful in the system journal. I compared the environment settings between Tumbleweed and Fedora, and I didn't see anything wrong. I've tried searching the Web to see if others have the problem, but I did not find anything.
