I think a good distro should provide both. We do still have the selfhtml package and can include it on DVD and into the group 'web-development'. SelfLinux is a pure documentation package. It can be overtaken from openSUSE 11.1 without changes. No need to maintain anything!

I would also personally wish to have xorg-x11-doc on DVD because it is a basic system library. If kdelibs4-doc and gtk*-doc are on DVD why not xorg-x11-doc? You have to make direct X11 calls from time to time even when working with an all-in-one gui-package. You may choose whether you additionally want to include these packages; html-doc, php-doc are already included.
