The requests come from two different areas of autoyast, one is handling of xml file itself, the other is detecting rules from for merging xml files together. One can have a separate file rules.xml or use the normal autoyast xml file for rules. Suppressing that duplicated request for the same file in the case of no special rules file is not that easy to do without hacks so I refrained from that for SLE12.
