Since a sysadmin when installing the fuse package, would probably expect that this by itself will enable users to use fuse File systems (such as sshfs). The suggestion is far too simple because there are other filesystems (like ntfs-3g) which can load the fuse module on demand. Loading it uncondionally would be bloat for users of these file systems.
