Kernel bug? The only change I can think of between 11.1 and 11.2 that might have caused this is changing from kernel-default to kernel-desktop. Especially nepomukservices took about 2W (not strigi, that was inactive)! Quitting opera helped a little bit, too. But, the number of wakeups was not that significantly reduced after that. Thus, the basic idea of the kernel bug report seems to be valid. So still a bug but maybe not a kernel one. If you can reproduce this issue with 11.4 or 12.1, please re-open and adjust the Product field to reflect the latest version affected. As for the actual issue, I agree that it's probably a userspace issue.
