The webui seems to lowercase the login name and doesn't match Admin == admin

This prevents the admin user from adding maintainers to new projects

Reproducible: Always

Steps to Reproduce:
1. login as admin
2. go to a project where Maintainer = Admin
3. no + symbol
also
1. create home project of home:admin and Maintainer is Admin and admin user has
no rights

Actual Results:  
no rights

Expected Results:  
full admin rights

This was an upgrade from 1.6 where it all worked
