FWIW, this bug has never been fixed. So 'resolved' isn't really a proper phrase :((
RESOLVED UPSTEAM means: The responsibility for the bug lies upstream. (which is KDE in this case) (see https://bugzilla.opensuse.org/page.cgi?id=status_resolution_matrix.html ) And Tumbleweed will get an upstream fix automatically.
