KDE is configured to use the Oxygen icon theme and fallback to gnome. There seem to be two problems here: 1. The Oxygen icon theme is incomplete 2. There is no fallback to the Gnome icon theme When I set Gnome as the icon theme and Oxygen as the fallback, there are no missing icons.
