I have heard of this policy and the result of this policy is, that there is currently a lot of confusion and inconsistency. My suggestion for this issue in the style guide (which hopefully will become effective this year) is to completely get rid of any ellipsis. The reason I was told, that ellipsis exist at all was "to inform the user that something will pop-up". This assumption does not hold because we currently have fullscreen pop-ups (like edit) or non-fullscreen pop-ups (e.g. password encryption) so any distinction between them would be meaningless and just lead to confusion. But enough written: Please, leave it as it is (without ellipsis :-))!
