To clarify: When you made sure that "[x] Install Recommended Packages" is on (checkmark set) and then you mark "akregator" for installation, it does not automatically mark "aktregator-lang" as well.

Yes, it does not automatically mark "aktregator-lang" as well. I am sure that "[x] Install Recommended Packages" is on :~> grep -i recommend /etc/sysconfig/yast2 # Install also the weak, recommended, dependencies. PKGMGR_RECOMMENDED="yes" I have just executed another time the experiment. I uninstalled akregator and akregator-lang then I trie to insyall akregator by selecting akregator then akregator-lang is not selected. more if i relaunche kontact then akregator menus are in english qwith "french" selected.
