OBS only contains the initial version of every SUSE Linux Enterprise Service Pack, to maintain a maximum of API and ABI compatibility.
In other words: it is correct that xz is missing.
For new packages, such as xz, I agree though that those could be added to SP1 -- as an exception, and on a case by case basis.
This is what he had agreed upon a while ago: new packages or updates shall be included based on approval by PM. openais is in the OBS

Can we expect the php devel packages to be added to the repository in the near future? If not, are they included on the binary DVD images, so we could import them from there?
