They are two different things, so having them in the menu as two different things is logical, even though it may seem confusing to users with single monitor and workspace. Turning off cube has nothing to do with the menu, it is generated by libwnck and not compiz. If I set hsize=1 and number_of_desktops=4 then menu only show desktops, but the cube does not work anymore. So the settings are: hsize=4 vsize=1 number_of_desktops=1 but then gtk-window-decorator gives me the desktop-switching menu entries still (bug).
