Reason: For me everything works for openSUSE 13.2 with any CUPS version (see comment#10) and apparently also for any user (no such issue report at all for openSUSE 13.2) and for me it also works on openSUSE Tumbleweed (see comment#13 - at least mostly see comment#28). In particular comment#36 ("netbook detects printer while the desktop machine does not") indicates that the root cause of this issue is not in a "Printing" package but in a hardware-dependant software which is usually the kernel or perhaps libusb. Again: I am not at all a USB (or libusb) expert so that I can neither debug nor fix lower-level USB (or libusb) issues. I even cannot decide in what software component the root cause is. Perhaps in the kernel or libusb but this is only a blind guess from me.
