I performed an installation on a virtual machine with existing users and I was able to import them. I think that the build you're using does not contain the fix. According to error message, the problem occurs in line 410 of inst_user_first.rb. However, in the fixed version, the call to mktmpdir is in line 411 (https://github.com/yast/yast-users/blob/master/src/lib/users/dialogs/inst_us...). It looks like the ocurrences of yast2-users 3.1.53 in YaST2 logs are referencing to the package being installed (I guess from network), not to the software version on the installation media.
