ffplay comes from the ffmpeg package, if you have ffmpeg installed but no /usr/bin/ffplay, the reason is probably that you're not using the packman packages.

I use ffmpeg-5 which definitely has ffplay because I used it earlier today and the ffmpeg-4-4.4.2-1.1.x86_64.rpm from Factory also has it. I do know that Tumbleweed has had what seems to be transient problems with libprotobuf when I tried a local Tumbleweed build. Tumbleweed has it because the package wasn't rebuilt recently but it's missing in the devel project.
