After some research, I found out the unrar package contains already the source code of this library. The package is on our distribution, so license-wise it seems no problem---however, the library is not available as a separate package. It is directly linked into the unrar utility. Is it possible to enhance your SPEC file so it could generate the respective libunrar library package? I added libunrar* and libunrar*-devel to unrar as subpackage, you could test it for now from : https://build.opensuse.org/package/show?package=unrar&project=home%3Amseben%3AFactory
