With that both our 32 bit and 64 bit Tumbleweed installer media are now bootable on 32 bit UEFI. What remains is adjusting the installer. It's not that trivial as Andrei would have us believe in comment 13, though. :-) IIRC, you need to adjust a few places. In the storage-ng and bootloader yast modules. OTOH, it's not too hard either as there are already a number of UEFI architectures (x86_64, aarch64, and riscv). The new thing would indeed be finding out the firmware bits independent of the cpu architecture. And well, no shim.
