* changed language in installer from english to german * in installed system keyboard layout is german * going into yast I see that the keyboard layout is set to english

Even here Czech was selected in the keyboard module when the installation was over.

* not changing that selection but selecting just 'ok' applies the configuration correctly

When I did no change in the selection and hit 'ok' yast reported "Updating system ..." So, as a conclusion ... The issue (english selected after reboot into installed system - should be german) seems to be Leap 42.3 specific.
