The scripts for the obsapidelayed and obswebuidelayed services have the same name. Due to the way startproc and checkproc work, only one can be started at a time. If one is running, checkproc will detect that either is running. Unfortunately, startproc uses the same process detection as checkproc, and will not run the other service since it thinks it's already running.
