And since the bottleneck is really I/O, most of them concentrate on more effective reading of files at boot time. You can find some discussions on the opensuse-factory mailing list - which is IMO where this discussion belongs to. And back to your idea: One would need to rebuild the ramdisk at every boot (or every shut-down) so that it has up-to-date files. Since the files which are needed on boot depend heavily on the configuration, it would reallo not be trivial to select files to load to the ramdisk.
