Remove one of them would cause side effects I think (I do not dare to do that because it would be serious .. We need experts on kiwi or who holds knowledge about installation disks .. However, I can't find the reason we must package grub.cfg, before running grub2-install, /boot/grub2 is supposed to be "empty" since nothing for grub2 is initialized .. including the config.
