Comment # 19 on bug 1012883 from Felix Miata

For me the timeout period is two minutes for UID 0. This has happened multiple
times in recent days following zypper dups on various PCs.

To reproduce:
1-boot Tumbleweed to multi-user
2-login root
3-zypper ref; zypper dup
4-issue shutdown or reboot command

Actual behavior:
1-reboot is delayed 2 minutes waiting on User Manager for UID 0 stop job

Expected behavior:
1-reboot or shutdown takes mere seconds
