OK, so this bug actually encompassed at least three separate issues.
1 - The timezone issue is resolved.
2 - The YaST problem is that when the live CD installer configures NTP, it sets
NTP to use undisciplined local clock rather than server time (even though you
specify a server in the installer). A DVD install I performed did configure
server time properly - so perhaps for some reason this only affects live CD
installs. (Unfortunately I can't provide a log for the DVD install.)
3- GNOME will say network time is off even once it IS configured properly -
I'll file a separate bug for this.
