KDE runs fine without the kactivities4 package installed, however we have created the following dependencies: when installing kdebase4-workspace, this package automatically will recommend to install kactivities4. However this is not a hard requirement and people can decide not to install it. If however the software management (YaST or zypper) has been setup that recommends should not be installed, then of course the above dependency will not work. But again this setup of the software management tools is NOT default. I am not sure which of the above situations is/was applicable for you, but as indicated there is a soft dependency between the two packages. It would be hard to satisfy all people and to keep a certain freedom of choices.
