I also captured traffic after a ifdown and ifup 2 seconds after the ifup. The first capture revealed that the global address comes when a Router Advertisement has been received, which is about 10 minutes after booting the system. Shortly after the ifup I see a Router Solicitation which triggers a Router Advertisement, which makes getting the global addresses possible. I do see a DHCPv6 solicit shortly after booting, however the reply indicates a status "in stateless mode".
