Does NetworkManager handle system suspend by itself somehow? If that's not possible, maybe a second, similar interface but "transient", that does not remember the state over a restart, would be in order. It might also be possible to work around this in pm-utils - by checking on boot if the last suspend failed and if it did and we disabled networking during suspend and if it was enabled before, then reenable it again.
