The association of the avahi policy rule problem and polkitd crashing seems to have been a coincidence. After removing avahi and rebooting everything was fine. I have now double-checked by re-installing avahi and rebooting again. Although the 'netdev' error message still appears, the PolicyKit daemon now starts normally and I still have full access to removable devices etc. as before. I guess some other, transient problem caused my polkitd to fail. The second 10.2 system I referred to turned out to have a known problem with kpowersave (no response to power button press) and was not a policy kit or avahi error. Sorry to have unnecessarily raised the importance of this bug - I don't usually make this sort of mistake! I will monitor the behaviour of my system carefully just in case the problem recurs, but it seems likely that avahi is off the hook.
