In 10.3 I could (de)connect using NetworkManager, this option seems to be completely gone and should be restored. Regarding configuration, there was also a link to yast2 modem, so you had easy access to configuring one. As is, you would need to use Kinternet together with NetworkManager, which seems sort of clumsy.
