After working on this I found out it is a bug on vncviewer side.
I could reproduce it on older than 1.11.0 versions of vncviewer and only when connecting to Xvnc sessions of version 1.12.0.
It happens due to bad handling on TLS stream buffers. A fix was already upstream so I have submitted the fix for SLE/Leap: https://build.suse.de/request/show/274544 https://build.suse.de/request/show/274545
This bug has appeared on an old Tumbleweed that has an old vncviewer, but currently Tumbleweed has vncviewer version 1.12 so it has the fix already.
