The handling of such events and its configuration is not part of the xorg.conf because this is something handled dynamically and belongs to the desktop. That was what I tried to explain in comment #2 basic configuration of for example multimedia keyboards is possible with sax2. Setting up event driven actions like play or surfing aren't.
