I'd like to note that this bug did/does *not* exist in Tumbleweed itself, only in the KDE:Frameworks5 repo (due to a broken fix for a different problem), but it should be fixed there now.
Now that it is fixed. Would it be safe to update?
I'm not sure I fully understand your question.
A fix for this problem is in the repo now, so in this regard you should indeed be safe to update.
OTOH, there may be other problems that haven't been discovered yet, especially as KDE:Framework now has Plasma 5.19 *beta*.
You would in general be safer if you would remove the KDE:Frameworks5 repo and stick to only the standard Tumbleweed repos... ;-)
