When I configure network traditional (without NetworkManager) Boot will stop short at the point but is continuing and finishing so I can log in.
OK, then all is fine with ifup / rcnetwork. The rcnetwork script waits until the network is ready to use or timeout occurs (~ 30 secs). New is, that it also waits until IPv6 duplicate address detection finished (see bnc#697929) and that it waits also under systemd (bnc#719214).
Fact is, when I use NetworkManager and I don't connect cable on eth0 boot is stopping.
